Midwest Student Exchange ProgramIn January 2006 the Wisconsin Technical College System (WTCS) joined the University of Wisconsin System in approving state participation in the Midwest Student Exchange Program (MSEP) to help improve access to education for students seeking to attend institutions of higher education in the Midwest. Through MSEP, participating colleges and universities in Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota and Wisconsin have agreed to enroll each others residents at more affordable rates. Public institutions agree to charge students no more than 150% of the in-state resident tuition rate for specific programs; some private institutions offer MSEP students a 10% reduction on their tuition rates. (External Site) The Minnesota-Wisconsin Reciprocity Agreement continues to provide residents of Wisconsin and Minnesota the opportunity to attend any public college, university or technical college for the same rate of tuition they would pay if they were attending an institution of higher education in their home state. The WTCS decision to participate in MSEP has no impact on the eligibility of Wisconsin or Minnesota residents to enroll in institutions of higher education under the provisions of the existing Minnesota-Wisconsin Reciprocity Agreement.
