Office of System Finance and Administration

Kelly Shisler, Associate Vice President

This Office provides guidance to the 16 technical college districts in developing operational policies and standards related to procurement, budget, accounting, and capital expenditures.  The Office is responsible for the distribution of General State Aids to the districts and determining student fees and tuition rates.

In addition, the office:

  • Maintains System management information systems including student and district staff accounting and reporting systems.
  • Approves district facilities development proposals and plans.
  • Reviews applications for Applied Technology Centers and monitors compliance with WTCS policies.
  • Reviews district Single Audit reports; resolves audit findings and questioned costs.
  • Acts as the liaison for systemwide purchasing, information systems and information technology services, and the WTCS insurance consortium.

The Office of System Finance and Administration reports to the WTCS Vice President for Finance.
