Morna Foy serves as Executive Assistant of the Wisconsin Technical College System.  As Executive Assistant, Ms. Foy is responsible for a variety of executive level administrative, policy, and leadership functions on behalf of the System President.  In addition to overseeing the System’s policy and government relations activities, Ms. Foy shares responsibility for the internal administration of the System Office with System Vice Presidents of Finance and Teaching and Learning.

Prior to her appointment as Executive Assistant in January 2005, Ms. Foy served as Special Assistant to the Interim System President and as a Senior Policy Advisor to the WTCS.  Her previous government experience included supervising evaluations of Wisconsin’s higher education, gaming, natural resources, courts and corrections programs for the Wisconsin Legislative Audit Bureau.

Ms. Foy earned bachelor degrees in Economics and Political Science from the University of Wisconsin-Madison and a Masters of Public Affairs in Finance and Policy from Indiana University.
