Norman Kenney is the Associate Vice President of Management Services for the Wisconsin Technical College System.  He is responsible for general accounting, budgeting, grant accounting, procurement, payroll and benefits, human resources, facility, agency network services, and technical assistance for information technology in the System Office.

Mr. Kenney began working for the State of Wisconsin in 1978 and has worked for the WTCS since 1984. He has previously held the positions of Director of the Bureau of Planning and Management Information and Assistant Vice President of the Office of Internal Operations.

Mr. Kenney earned his B.A. and a M.S. in Educational Administration from the University of Wisconsin-Madison.  He is a graduate of Wisconsin’s Certified Public Manager program and the Wisconsin Leadership Development Institute. He is also active in the Wisconsin Association of Career and Technical Education, in which he served as President in 1996-97.
