Office of Policy and Government Relations

The Office of Policy and Government Relations provides leadership for systemwide policy analysis and development and federal and state government relations. Within this scope, the Policy and Government Relations Office leads the development of Board policies related to systemwide organizational, operational, and financial matters and works with System stakeholders to gain acceptance and support for System policies.  This office also leads and coordinates the System biennial budget development process, the Board’s strategic planning efforts, and the ongoing review of Board policies.

In addition, this office monitors federal and state legislative and regulatory proposals, develops and recommends positions on these proposals, and assists others in understanding the legal and fiscal impacts of these proposals on the WTCS.  It actively promotes WTCS positions with members of the state’s congressional and state Legislative delegations and the Governor’s Office and works with stakeholder groups to promote System positions on federal and state legislation related to career, technical, and adult education, workforce development, and higher education policy and funding.

In addition, the Office of Policy and Government Relations::

• Administers the WTCS certification system for staff employed by Wisconsin’s technical colleges;
• Coordinates and supports the development of content and organization for the System Office web sites for the students, the general public, and other System stakeholders;
• Coordinates the System’s federal and state grant processes;

The Office of Policy and Government Relations reports to the WTCS Executive Assistant.
